            Prevention is an area that is paid more and more
          
        
        
          
            attention. We have come to the understanding that
          
        
        
          
            fighting consequences is usually many times more
          
        
        
          
            expensive and less efficient.
          
        
        
          Prevention is also an
        
        
          important task in the daily work of the Police and Border
        
        
          Guard Board’s employees. We make an effort to make
        
        
          these nice words it into reality and save people’s lives.
        
        
          Unfortunately, there are still many areas where the
        
        
          awareness of the general public could be improved.
        
        
          Violence between close relatives and drug use are just
        
        
          a couple of them to be mentioned. Besides these very
        
        
          important issues we cannot forget a problem resulting
        
        
          in the loss of more and more human lives – lack of traffic
        
        
          culture in Estonia.
        
        
          In 2011 the number of people killed in traffic in Estonia
        
        
          reached 101. Although most of these fatalities were
        
        
          caused by road accidents, we should pay equal attention
        
        
          to railway accidents. The statistics shows that most
        
        
          of the railway accidents have serious or even fatal
        
        
          consequences. This is proven by the fact that 70% of
        
        
          pedestrians involved in railway accidents in 2010 and
        
        
          2011 got killed.
        
        
          The larger is the network of partners contributing in
        
        
          achieving common goals, the better
        
        
          results can be expected. We can do even
        
        
          more if each person on the streets would
        
        
          think how he or she could contribute to
        
        
          the improvement of traffic culture.

          Northern Prefecture
        
        
          
            The territory of the Northern prefecture is the area where
          
        
        
          
            lives the majority of Estonia’s population.
          
        
        
          Therefore, it is
        
        
          really important to deliver the traffic safety messages to
        
        
          as large audience as possible. This was one of the reasons
        
        
          why we decided to train two additional OLE presenters
        
        
          for our region.
