© Operation Lifesaver is a international, non-profit education and awareness program dedicated to ending
tragic collisions, fatalities and injuries at highway-rail grade crossings and on railroad rights of way.
Founded in Estonia on 19 November 2004 -
Since 2009 the International Union of Railways
(UIC) has been coordinating the International Level
Crossing Awareness Day (ILCAD) which became
global, gathering 42 partner countries on the 5
continents in 2012.
Amongst others, representatives from Operation
Lifesaver U.S.A., Canada, Argentina and, last but not
least, OL Estonia have been great supporters to the
campaign from the very beginning.
They organized many activities on the field during
ILCAD day throughout their respective country,
communicated a lot on the campaign during local,
regional or national press conferences, on their
websites, facebook and twitter pages.
They involved themselves either sending us
pre-recorded interviews used on the ILCAD day
worldwide, on websites or during press conferences,
or participating in person in our international
ILCAD press conference being organized in different
countries in Europe from 2009.
The last one took place at RFF HQ (French railway
infrastructure manager) in Paris on 7 June 2012
together with a round table on level crossing safety
officially open by Mr. Jean-Pierre Loubinoux (UIC
Director General) and Mr. Hubert du Mesnil (RFF
Chairman). At this occasions experts from different
sectors exchanged their views on the issue:
Mr. Marcel Verslype, Executive Director (European
Railway Agency); Mr. François Pierson and Mr.
Emmanuel Renard (French Association for Road
Safety Prevention); Mr. Christophe Piednoel,
Communication Director (RFF, France); Mr. Martin
Gallagher, Head of Community Safety (Network Rail,
U.K.); Mr.Alan Davies, Community Safety Programme
Manager, National Programmes (RSSB, U.K.); Mrs.
Katarina Kucharek, Head of social communication
section Information and Promotion Office (PKP PLK,
Poland) ; Mr. Tamo Vahemets, (Operation Lifesaver
Estonia); Prof. Girolamo Ramunni, Director of
research programmes (CNAM, France)
The event gained momentum when the 42 countries
participating in ILCAD 2012 could watch this event
in streaming from Canada, the U.S.A, Argentina,
Australia, New Zealand, India, South Africa,
Cameroon, Morocco, Israel, and whole Europe and
share it during their own national events.
Apart from the road and rail sectors institutions have
been also supporting this worldwide campaign: the
European Railway Agency (ERA), the EC, and finally
the UN-ECE in Geneva. As a matter of fact ILCAD may
use the European Road Safety Charter logo (ERSC)
created by the EC to launch their Decade of action
for road safety since the signature by UIC, ELCF and
ILCAD partners to support this EC initiative..
ILCAD may also use the logo created by WHO for
the UN Decade of Action for Road Safety 2011-
2020. Both decades aim at reducing the number of
fatalities on the roads.
