The railway community, in conjunction with a rising
number of road sector organisations, the European
Commission and the United Nations Economic
Commission for Europe (UNECE), have established the
ILCAD campaign to raise awareness among road users and
pedestrians of the risks at level crossings and to change
their behaviour.
ILCAD is organised under a single logo
and motto “ACT SAFELY AT LEVEL CROSSING” (created in
2010 by Operation Lifesaver Estonia).
In 2011 ILCAD partners and UIC (coordinator of the
campaign) could again count on the never failing support
of Operation Lifesaver Estonia, through OLE’s Chairman,
Tamo Vahemets and his team, who provided a film
montage on misbehaviours at level crossings based on
CCTV films delivered by ILCAD partners to be used free of
charge on the ILCAD day on 9 June 2011

ILCAD had again a great success worldwide in 2011:
more than 40 countries committed around the world,
over 500 press articles were published and in several
countries level crossings hit the headlines on prime time
on television and radio.
In 2011 in addition to the ILCAD website hosted by UIC:
(over 16500 connections) the UIC decided
to use social networks more frequently. A Facebook
page was launched:

on which all kind
of information related to level crossing
safety is published: photos, videos, press
articles, partners’ actions. For Christmas a

Operation Lifesaver Estonia (OLE) under
the patronage of Mr. Kaido Simmermann,
CEO of EVR (Estonian Railways Ltd) and with the support
of UIC and ELCF (European Level Crossing Forum) chaired
by Alan Davies, organised the International Educational
Conference “Let’s save lives” on March 15 and 16, 2011 in
Tallinn, Estonia to talk and think about the recent global
developments in the field of railway safety. It gathered
speakers and participants from Europe, the USA, Canada,
and Russia with delegates from the railway companies
and government and law enforcement agencies closely
connected to railway safety issues. This conference was
ILCAD had again a great success worldwide in 2011:
more than 40 countries committed around the
world, over 500 press articles were published and in
several countries level crossings hit the headlines on
prime time on television and radio.
